I can't seem to get past 20. I've set me kill streak rewards to Harrier, chopper gunner and nuke. I've been having trouble getting to the Harrier kill streak. I have not earned it in the past week.
First of all, the "Standard Nuke Setup" is a big clue to the other team. They will band together the minute they see that Harrier come out and hunt you down. Instead you need to blind-side them with a different setup. Try "Predator + Pavelow + Nuke". Yes, it means you must kill a few more BUT...if you are going for a Nuke then you are camping. I use One Man Army on 2 kits. Lay a claymore, then switch, lay C4. This way "Stabby" can't outrun it and presto! More kills. Good luck!
